What should I put in the message?
Whatever's bugging you about your website. A line or two is plenty. If you have more (how many pages, a launch date, the clinic you keep losing to on Google), add it. If you don't, I'll ask.
Do I need to know my budget first?
No. Every job is quoted as one fixed price, in writing, before any work starts. If the number doesn't fit, say so. We scope it down to one page, or part as friends.
